High Altitude Capability Request for Information (RFI): 2nd Announcement

Introduction

Rocky Mountain Technology Alliance (RMTA) members who attended the High Altitude and Near Space (HAaNS) conference were invited to a meeting to respond to a RFI for a DoD flight vehicle initiative. The initial announcement contained the problem statement for a high altitude, lighter than air vehicle with loiter times of 1 month or longer. Further details for the problem statement can be found on the RMTA website (www.rmtech.org) under the initial announcement button. The customer showed interest in developing a solution to the problem statement originally presented to the group. There is no current contract vehicle to aide in the development for a solution. The group showed interest in developing a solution ‘at risk’ and presenting the customer with possibilities to aide in procurement activity process.

Meeting Announcement

Rocky Mountain Technology Alliance (RMTA) announces an opportunity for a new DoD flight vehicle initiative. Members and interested parties are invited to attend a working group and proposal writing meeting, Thursday, 15 April 2010, from 8:30am to noon, hosted by RMTA in the Imprimis, Inc conference room at 1150 Academy Park Loop, Colorado Springs, CO 80910.

Attendees must indicate interest and provide the following information by Wednesday, 14 April 2010. Please indicate your intention of attending by signing up on the RMTA website (www.rmtech.org) or calling (719) 785-0399. The website will request you input the following information.

  • Name and Company Name
  • Area or Areas of Interest:
    • Platform Hull – Design, Materials, Manufacturing
    • Propulsion System – motor, propeller, flight controls
    • Power System – Type (Solar, Hydrogen), Storage, Distribution, Power Management
    • Payload – Design, Materials, Manufacturing
    • Multi-use remote sensing – Electro-Optical, Infrared, Multi-Spectral
    • Communications and Communications Architecture – Digital Architectures, Global Positioning Architecture, GSM Technologies, Antenna Arrays
    • Piloting – Flight Controls, Ground Base Station, Networking and Interfacing
    • Modeling and Simulation Testing
    • Launch and Recovery Systems
  • Desired Role (Prime or Sub Contractor)
  • Brief Description of Resources (General Technology Overview, Manpower, Manufacturing Capability)

The goal of this meeting will be to form a team or multiple teams, identify a prime(s), assign roles & responsibilities, and begin developing a proposal for the customer. All attendees must be willing to sign NDAs, Teaming Agreements, and other required legal documents among the other members as teams are solidified.

Security

Some of the requirements are classified at the secret level. As RMTA does not have a facility security clearance, Imprimis, Inc., a RMTA member, has agreed to facilitate a review of this information at their facility and has agreed to host the informational meeting at their facility. Any Imprimis employee will be excluded from any RMTA activity communicating capability to the government. Non-Disclosure Agreement

In the interest of participating members, non-disclosure agreements (NDA) will be executed. The form is provided on the web page. Those wishing to participate, and have not already done so, need to complete the NDA and fax them to 719-471-2968 C/O: RMTA High Altitude, or e-mail to info@rmtech.org.

Process

It is the intent of RMTA to organize the information received and provide it to the government office requesting the information. RMTA does reserve the right to not forward information considered to be not relevant.
